The Club shall be known as Sceptre Angling Club (Watford) | |
The Club shall have a Club Committee consisting of the following Members: Chairman, Secretary and Treasurer. All three positions will be Trustees of the club and will be responsible for the Clubs Title Deeds. In addition to the Trustees there will be an Assistant Secretary, Water Management and Scalesman. Plus, other members as deemed appropriate by the Committee. All Members of the Club Committee shall be elected each year at an Annual General Meeting. | |
The Club Committee shall have the authority to decide on all matters relating to the Club. Any decisions must be passed by a majority vote at a meeting where not less than five Committee Members are present. | |
The Club shall hold a General Meeting at least twice per year. The Club Committee shall hold a Committee Meeting prior to each General Meeting. A record of attendance will be taken at all meetings. General meetings will be held in April and June. | |
The Club shall hold an Annual General Meeting each year in April. A Record of attendance will be taken. The Club year shall run from 1st May until 30th April each year. | |
An Extraordinary General Meeting may be called at any time by the Club Committee. Unless circumstances dictate otherwise, at least one month's notice will be given to all Club Members. | |
Rules or amendments to rules must be passed by a majority vote at the Annual General Meeting or at any Extraordinary General Meeting called by the Committee. Proposals for new rules or alterations to rules must be received at least 30 days prior to the AGM or EGM. | |
Members not able to attend meetings may send a letter of apology concerning the absence to the Club Secretary. Such letters of apology will be considered by the Committee to count as an attendance at the meeting(s) to which the apology relates. | |
All Members attending an AGM shall be eligible to vote at that AGM. | |
Junior Members under the age of 13 shall not be entitled to vote at any Club Meetings. | |
All persons wishing to become a Member of the Club must be nominated and seconded by Club Members and approved by the Committee. An application form shall be completed and forwarded to the Club Secretary. | |
No Member shall propose a new Member until he or she has been a Member of the Club for at least 12 months. | |
Only adult Members can propose Junior Members into the Club. That Member will be held responsible for the behaviour of the Junior Member. | |
Annual Subscriptions for membership of the Club will be set by the Committee each year. All subscriptions must be paid by the June General Meeting each year. Persons not subscribed by the June General Meeting will be deemed to have left the Club. Senior members (over 16) pay full price. Juniors, Ladies and Senior Citizens or Disabled pay a discounted price. A - Junior pricing is age dependent. i. Under 13 nominal £5 ii. 13-16 receive a 50% discount of the full price iii. There is no Joining Fee for Junior Members B - Senior Citizens membership has its own specified rate (currently £40). To qualify you need to be retired and in receipt of a government pension. It is based on the Government retirement age during the renewal year (currently 66). | |
All new Members joining the Club will pay an entrance fee as well as the annual Subscriptions. The entrance fee shall be set by the Committee each year. | |
Proof of Club membership must be shown on request if fishing any club water, or on any match or competition. All membership cards etc. shall be handed to the Club Secretary when a Member leaves the Club. | |
All equipment used by Club Members must conform to Environment Agency standards and Local Water Authority standards. | |
Club Members shall conduct themselves in an appropriate manner and in accordance with the Club Rules at all times while fishing on Club waters or Competitions. Any Member in breach of this rule shall be called before the Club Committee for an explanation and may be liable to expulsion from the club. Any concerns regarding the safeguarding of Adults or Young people should be brought to the attention of the Welfare Officer. | |
Leaving litter on any fishery is strictly forbidden. | |
No Close Season. The Lake will be closed for work parties and competitions only. | |
The Club shall not be held responsible for any personal injury to Club Members, or for any loss or damage to Member's personal property. Members and their Guests fish at their own risk whilst on Club waters or Competitions. | |
All Club Members are required to attend at least one working party on club waters during the year. Members who fail to attend the required working parties will be required to pay a fine. Successive failure to attend working parties could result in increased fines or expulsion from the club. The required number of working parties may be changed at the discretion of the committee. The level of fines will be decided by the Committee each year. In any club year, you must notify the Secretary for any medical reasons you are unable to attend a working party. | |
All raffles shall be organised and controlled by the Committee. | |
Auditors will examine all Club accounts at the end of each financial year. |

All Club Members must carry proof of membership at all times. | |
All Club Members will act as honorary bailiffs. | |
All fish caught must be returned to the water unless directed by the Club Committee not to do so. | |
Baited rods will not under any circumstances be left unattended, and when retrieved the hook must be bared and secured to prevent accidents. | |
Keepnets are not allowed except in bona fide Club competitions. | |
A maximum of one kilogram of dry groundbait is allowed. | |
A Single Boilie, Hook Bait Only (Max size 12mm) to be allowed. NO FREEBIES. | |
Only Barbless hooks are to be used. (Exemption see rule 11 of Competition Rules!). |

No Member shall use more than two rods and two hooks at any time. Two rods may be used when less than four swims are in simultaneous use. This will be under constant review and will revert to one rod if it proves a problem. | |
Suitable Landing Nets and Unhooking Mats must be used at all times. All nets and mats must be dipped before fishing! | |
Members may not currently fish from the island. | |
Bait boats are not allowed on the fishery at any time. | |
Fishery gates and buildings are to be kept locked at all times. | |
Junior members under 13 must be accompanied by an adult. | |
Night fishing is allowed on Moor Lane subject to the flowing conditions: A - Night fishing is not allowed on the night before any match arranged to take place at the fishery on the following day. B - For Health and Safety reasons, at least two members must be present on the fishery at all times. This is either two members or one member and a guest. No one is allowed to night fish alone. C - Members may only use umbrellas and/or overwraps for shelter. Bivvies are not allowed! D - Members may only fish for 1 night. Members may not fish on consecutive nights. |
Guests are allowed to fish with a Member. | |
Members will be allowed to take guests onto the fishery in numbers and at times as determined by the Club Committee. The Committee will promulgate the numbers of guests and times allowed at the beginning of each year. Currently these are: A - Members are only allowed to take up to two guests onto the fishery at any one time. B - Members are not restricted on the number of occasions they take guests onto the fishery each season. | |
Members wishing to take guests onto the fishery must get permission from the Club Secretary in advance prior to entering the fishery. Guests found on the fishery without this permission will be asked to leave immediately. A fee will be payable, the level of which shall be determined by the Club Committee at the beginning of each year. Payment of this fee will be the responsibility of the club member. | |
Junior Members are only allowed to take adult guests onto the fishery. | |
Any guests must be accompanied by a Club Member who will be responsible for that Guests conduct whilst on the fishery. All guests must abide by Club rules. | |
Guest Tickets will be £5 each in advance and cover dawn till dusk. | |
Guests are permitted to night fish with a member. A 24 hour night guest pass will be £15 each in advance. |
